NEW ELECTRONIC FINGERPRINTING BEGINNING ON OCTOBER 1, 2009

The New York State Division of Criminal Justice Services (DCJS) announced that effective January 2010 they will only accept electronic fingerprint submissions. The New York Division of Alcoholic Beverage Control (ABC) in collaboration with the DCJS is pleased to announce the implementation of electronic fingerprinting for all ABC applicants effective October 1, 2009. 

To assist all New York State agencies with this new requirement, DCJS has established a contract with a New York State approved vendor, L-1 Enrollment Services (L-1).  L-1 has begun and will continue to deploy LiveScan systems in multiple locations around the state, including some areas covered by mobile units. How Will It Work?

The benefits of electronic fingerprint submission are many, specifically, improved turn aroundtime to facilitate the issuance of licenses requiring fingerprinting.  As compared to the current process, electronic  fingerprinting will provide fingerprint results within 48 hours to facilitate the issuance of licenses requiring fingerprinting.  Applicants requiring fingerprinting will be directed to schedule an appointment  with L-1online at www.L1enrollment.com or by calling (877) 472-6915.  Further information on the process and fingerprinting locations will also be available on ABC’s website at  www.abc.state.ny.us\fingerprinting .

Will Ink Rolled Cards Be Accepted?

No, where possible, applicants will be required to physically access the vendor, L-1, to have prints taken via LiveScan.  While this is the preferred printing method, ABC will continue to accept rolled fingerprint cards when extenuating circumstances exist.  ABC will forward all cards received to L-1 for electronic  imaging. Please contact you ABC Licensing office for instructions if you require manual rolled prints to be taken.

Is There a Change in Fee?

Yes, while all ABC’s license and filing fees will remain the same, in relation to fingerprinting, a fee increase of $19.25 for Federal Bureau of Investigation results and a surcharge of $11.50 for electronic printing will increase the fee from $75.00 to $105.75 payable to L-1 at the time of fingerprinting.

ELECTRONIC FINGERPRINTING INSTRUCTIONS

PERSONS REQUIRED TO BE FINGERPRINTED:

•All individual applicants.
•All partners in a Partnership and Limited Liability Partnership (LLP).
•For Corporations and Limited Liability Companies (LLC) see instructions for line 10.

NOTE: Persons CURRENTLY licensed by the State Liquor Authority do not have to be fingerprinted.  Each applicant required to be fingerprinted will be instructed to contact L-1  Enrollment Services after the successful submission of your applications.  

The fee for electronic fingerprinting is $105.75 and will be paid directly to L-1 Enrollment Services when you are fingerprinted.
